This switch is the control that allows you to turn on and regulate the heated grips fitted to the handlebar, aimed at riders who want to control their grip temperature without taking their hands off the bars. It is part of the PowerParts range of electrical components for installing heated grips.
It is a handlebar-mounted switch with a tough plastic housing and an electrical connection via wiring, designed to integrate into the heated grip system circuit without altering the rest of the bike's electrical installation.

Its function is straightforward: it lets you turn the heated grips on or off, or select their heat level, directly, without needing to remove other handlebar components.
